• Require applicants to have no felony convictions and no serious misdemeanors.

• Require proof of positive contributions, such as steady employment, tax filing, caregiving, or community involvement.

• Conduct full background and security checks before eligibility is confirmed.

• Require documentation proving long‑term residence and community ties.

• Include a civil penalty acknowledging prior immigration violations.

• Allow the civil penalty to be paid through affordable monthly payment plans to ensure accessibility for working families.

• Provide conditional status with work authorization while applicants complete requirements.

• Maintain accountability through continued tax compliance, clean record, and completion of payment obligations.
